Cambodia is not a country noted for discipline. Law is erratic, at the whim of the prime minister, and is basically not enforced unless there is a political advantage for the ruling party. Traffic law enforcement is close to non-existent as is evidenced by these people riding on the sidewalks because they don’t want to wait in traffic.
