The Deaf Development Program is funded primarily by the Finnish Association of the Deaf. FAD's guidelines call for an "annual negotiations" about the funding, a meeting to check on how the past year's money was spent and to discuss budgets for the coming year. In even years, FAD sends two representatives to Cambodia for these meetings, and in odd years, some of the DDP staff go to Helsinki. This year, however, because the World Federation of the Deaf is having their every-four-year meeting in Montreal, FAD invited DDP to meet them on the edge of that meeting. The DDP manager (hearing), the assistant manager (deaf), the staff interpreter, the two program advisors (one deaf, one hearing), and myself went to Montreal to meet the Finnish delegation and then stayed for the WFD gathering.
