The body and the flails for Tempest #20 on the "assembly line" at DTW. At any given time, two or three vehicles are under construction.  DTW must sell four or five Tempests a year to keep in the black.  Notice the hammerheads on the end of the flail chains.  This design is one that actually digs into the ground to detonate mines.
